Usage of the claim function?

Question 1

I can't find the claim button. Is any special operation necessary?
Reason: I want to confirm "claim_button" of qa-lang-question.php(L61).

Question 2

In English, the 'claim' button is labelled "I wrote this". It appears if you post a question/answer/comment when you are not logged in, and then you register or log in. It allows you to assign the Q/A/C to your user, after the fact.

I was able to display.
The owner's name(by anonymous / by me / by username) delicately changes by state of login and logout. "me" is displayed when cookie-id is match, then "me" is displayed to userS on same client-PC... I see!
