How do I moderation (approval) of questions in v 1.8.6 ?

i can't find the option

there is a spam option, check it out, it should be there

In order to moderate anonymous posts, you first need to allow anonymous users to post.

That can be done from the admin/permissions section.

For example, set Asking questions to Anybody.
