The problem here is that the theme you're using is not SnowFlat, as you mentioned in a comment below. It is a modified version of that theme. While modifying it, you've broken it. Undo changes you made in your code until it works. Then you'll realize what the issue exactly is

Edit your theme file

styles.css

Search line:

#qam-sidepanel-toggle 

Edit value:

   Bottom: 10px;

Change the values ​​until the problem is corrected
