Do the new versions of Q2A have a email verification system?

I believe this is the primary problem with people registering with face and made up emails

if there is none then something needs to be done about this
Q2A version: 1.74 ( I think )

Go to  spam tab in admin area do chcek the following checkbox with description as follows

All new users must confirm their email:
