It is possible, to set up a groupe for regisered users, who can add question and answares, and can use votes funkction?

I would like to use this function for a post filter. The registration would be open, but I could have a last chance to enable the registered users to use the function of the portal.

This should be possible with the permissions. Set it so only Experts can post and vote (and make sure Experts can't edit other people's questions etc).

Then when someone registers, add a note in a widget or in your theme that they will need to be approved. Then you can set each user to Expert manually.

You can also change the language file to call them "Confirmed" or "Approved" instead of "Expert".
