Edit titles such as 'Recent questions'?

I would like to rename the sections: 

Recent questions

 

Recent questions without answers

 

etc.

I couldn't figure out where to edit the titles in the language files.  I am not trying to translate, if it makes a difference.  I am assuming I have to edit the html, which I do not know how to do.

No, all the text is done through language files. Check qa-includes/qa-lang-main.php, you'll see "recent questions" in there a few times around line 100.
But to protect against future upgrades, you ought to copy the file to qa-lang/[lang] (where [lang] is a folder with your own name).
