How to deal Connect to mysql fail

When i visit my site ,it offten show the message like below, if i refresh it ,it can work well.

I wonder where is the problem ,and how to deal it.

Seems to be an issue with your hosting provider

i wonder is this problem relation to the db size, as my sql db data size is  more than 3G
