Move Question Plugin

Hello!

Is there a plugin that would allow you to raise the question? So, for example, the question is asked, it falls to the very end of the list with questions and with it is available the "raise question" button which moves the question to the very top of the list? If there is no such plug, could anyone write me how to do it? I've been sitting here for a week and I can not do it
