What key files should I change to move around and add graphics that aren't in the main CSS file?

I am trying to change around my theme at http://www.etermlifeinsurance.net/life-insurance-questions and I can't figure out what files I need to edit in order to do things like making the image at the bottom clickable?

Can you please help?

The image at the bottom is a background image in CSS for http://www.etermlifeinsurance.net/life-insurance-questions/qa-theme/GreenTheme/center1.png

To make it clickable you need to put it in the HTML instead (with an <a> tag and <img> tag). There are some fields in the Q2A admin to put custom HTML at the bottom of the page. Then get rid of that CSS rule.
