How to activate the code editor?

I do not see what code editor I can activate which plugin ?

1. Confirm existance of qa-plugin/wysiwyg-editor
2. Select "WYSIWYG Editor" at "Admin" > "Posting" > "Default editor for questions:" OR "Default editor for answers:"

If editor does not start up even though above settings are correct, there is a possibility that some Javascript error has occurred. In that case, you need to identify the error with console of development tool.
