how to set rules about posting? Need to approve first before it will be posted publicly?

You need to go to Admin panel > spam >  Use moderation for users with few points

Set a point limit for users there and then all users who are having points less than point limit will have to go through moderation.

In my site, I did not set pointing system so I set all points to zero. In this case, I think I cannot apply this way. Is there other way?

Or since i set no points to all, the limit points i will enter is "1" only?
