How can I allow to the users to create new categories?

Like tags its also possible to add categories with answers you can add  custom category option in category list and add text box to enter custom category name.

Hi, thank you for the answer, but how exactly can I do this? I mean when a user is creating an answer, he can only choose among the categories already existing. It not allowed to create a new one. Is there a way to allow all users to create new categories??
