How do I establish Experts, moniters and administrators

I have downloaded a test version and see under permissions these 3 descriptors of users exist, but can find nowhere to create them.  We anticipate several hundred experts  and want to use a lot of monitors and administrators.  How do I create them? Alternatively, if permissions allowed entry of a minimum number of points, I could do it that way.  Any chance that will be available shortly or is easy to code (we have no one right now that knows how to code anything).

Click on a username to bring up a user's page. The admin can then edit the user and increase their privilege level to expert, etc... Unfortunately it's not yet possible to set privileges based on point scores.

Thank you, worked as stated.  We can live with that for now. Allowing privileges based on a min point score would allow website to be more community driven automatically instead of by admin, so hope it is added as a future feature.
