In other words, are these only login information?

In the docs at http://docs.question2answer.org/install/security/ you find the information that those tables are not necessary to keep, i. e. can be emptied:

 qa_cache
 qa_contentwords
 qa_iplimits
 qa_posttags
 qa_sharedevents
 qa_tagwords
 qa_titlewords
 qa_userevents
 qa_userlimits
 qa_words

As you see, table qa_cookies is missing. However, I assume if you empty qa_cookies the only effect: Each user has to log in again.

I would like other developers to comment on this.

Yes, qa_cookies being required for backup is mainly for user experience reasons. All tables listed there as not requiring backups are either temporary or which can be remade from other tables.

But not just login, clearing cookies might also affect some user preferences - provided some plugin is using it.
