Could not establish database connection

From time to time my website show the following error :

Could not establish database connection. Please check the username, password and hostname in the config file, and if necessary set up the appropriate MySQL user and privileges.

and it resolved when I refresh the page

These kind of errors are usually generated due to issues with the hosting providers. In this particular case, it could be that the database connections are exceeding the server limits, which results in downtime. It is unrelated to Q2A.

No, it does not depend on the server. On the local server, I also see this error.
