It would be good if we can display a custom notice box on question and Ask page for new visitors. If this could be implemented in core then that's good but a plugin will also do the job.
As new visitors don't know much about the sites so it will be good to show them such a notice box so that they can be directed in the right way. This notice can be displayed to them for the first two times.
