You could use this kind of 1.7.1 pre-release version or install the smileys CKEditor plugin on your own and later merge your changes with the 1.7.1 version.
Did you try to use my "CKEditor4" and "CKEditor4 for admin" plugins? It is highly functional than standard editor.
