If you want to convert native characters into English, you'll have to modify sources - see http://www.question2answer.org/qa/17972/cyrillic-in-url-automatic-transliteration (though it is for Russian letters only).
It worked fine in 1.6.3.
For 1.7 the modifications have to be applied to \qa-include\util\string.php (search for '$qa_utf8removeaccents=array' to locate the correct place).
