How do i block all IP adresses that are not from Belgium or The Netherlands?

Question

In administration i can block ip ranges. I want to block all IP adresses that are NOT from Belgium or the Netherlands. My site is in Dutch all questions in other languages should be blocked.

Where can i find the IP ranges for all the countries i want to block.
