Many modifications to do - no idea where to begin

Question

Hi all,

I am trying to modify/hack/write a (many) plugin in order to acheive the followinf functionalities:

1. Questions cannot be shown unless they already have an answer.
2. Only a subset of users (e.g: experts) can answers questions.
3. Theses people have the possibility to define a question as private - only the user who asked and the answerers can see it.

Any help?
