Definitely there is no easy way to do this. In fact the post you link starts with "I hacked Q2A core" which means you will have to modify the Q2A files (not just install a plugin). Core hacks would bring trouble when upgrading and might result in issues. The core does not allow users to configure the language but does allow site admins to do so at a site level.
