How can I change the design beside the options already offered in the admin sections?

I know there are various options through themes and stuff. But I would like to write my own css code. I figured out that you can do a lot with the max control theme but are there enough options to great a similiar looking page to this http://www.gutefrage.net/ ? Or is it possible to write my own code? Thanks in advance.

You definitely need an advanced theme and a couple of plugins to create a page like that. Check the developer section: http://www.question2answer.org/developers.php

I implemented a site with similar features, check out: http://www.klaustukai.lt/ -- But it took a while and a lot of coding :-)
