Detailed specification and setting example of User-Title?

Please teach the detailed specifications of this feature of V1.3 for localization.
If there is a document on Web, please teach the URL.

• Is this feature a thing called User-Rank or User-Position?
• Is the name that a bigger point was set given to a user?

And, do you know default setting example(Plan) ?

A user title is a label that is shown for a user, based on the number of points that user has. You often see this sort of thing in forums, like 'Master' or 'Genius'. If I didn't understand your question, please let me know.
