Can I build a html framework for question 2 answer?

Can I build a html framework to insert the php functions to assist me in building something that looks nothing like the generated layout. (a little like wordpress, if you know how that works.)

As per the current license, you can freely and completely modify Question2Answer for your site/s, but not distribute the modified version.

I'm not sure exactly what you mean by an HTML framework, but take a look at the guide to advanced theming at the link below. This allows you to create a theme which completely replaces the current HTML. However, it doesn't enable you to change the basic navigational structure and functionality.
