Users and question misplacement?

Question 1

What if the visitors or users post questions in a category it doesn't
    belong in? Is there away for you to set them under their right category in the
    admin area? I can only do that by getting into my database and manually
    put them in their right category.

Question 2

No need to go to Admin section. If you are an admin than you can directly edit from the question view page. So Edit and Set the right Cateogry and Save it.
