Can a user add a new category?

Question

can a user ( with enough score ) add a new category? For instance the user sees that there is a need for a new category to be there. Can the user creates it then the admin approves it later?

Not possible by default. You have to give them permission.

I remember we could give users permission somewhere, but don't remember where!
