I don't get how to enable moderation. In permissions I see that you can allow users to do things, but I don't see a setting for moderate.
Q2A version: 1.5.4

Do you mean the feature for approving/rejecting posts? Or how to let users edit posts?

You need to go to user profile page and there you will find one button called something Edit User or so. Click on that and set whatever permission you want to give.

I hope i dont need to edit every user..there must be system-wide defaults?

If you want to set global permissions by groups or so than follow towhid's answer.
If none of this the solution than please provide some more details

config permissions:  Admin > Permissions

set up moderators: user profile> edit > change user type

moderation questions for admins and moderators: admin > moderation, hidden, flagged

I found the way to do this on the Spam page, which was wholly unexpected.
