Approve/confirm registration

Hello,

I wanted to ask if anyone has already made a closed system.

For example:
Registration must be confirmed and approved by the admin or moderator, before the user can access the system?

I've made a closed system but simply put up a login before you even reach the home page--this is not ideal.
