Categories under a Tab?

Is there any way we can place the categories under a tab instead of on the front page like they are?

You can change the way they are presented using CSS, and apparently it's possible to create a drop down menu with CSS only:

If you want to move them to the top tabs, it will probably require an advanced theme, since the HTML would also have to be changed.

I think I did not explain this well LOL.

I just want 1 tab that says "Categories" and when you click it, a page opens up listing all the categories on that page. Kinda like Yahoo answers.
