Tip appears when users begin editing tile/question/tags

Question

I can see tips when I ask a question in http://stackoverflow.com/questions/ask

when I type in "title", it teach me how to ask; when I type in the editor ,it teach me how to format ; and I type in "tags", it teach me how to tag.

I don't know if I can let tip appears when I type in the editor ,like this:

I use my Widget Anywhere plugin to put information at the side. It doesn't appear for each box, it's just one box with all the information at once. You can see the sidebar here without logging in: http://pokemondb.net/pokebase/ask
