Most popular tags on sidebar or in mainwindow

I am wondering if there is an actual instruction to get the most popular tags listed on the sidebar in Version 1.2

I found the both threads, but they are older and the populartags problem seems to be not resolved.

So a new detailled "How To" would be very very helpful.

Tags are more interesting than categories and they are far more easy to handle.

The second point is: Is there an option to make adding at least one tag obligatory ?
