User wants to post first comment - msg: "Too many comments received"

Hi, I have a dummy user that I am using to post questions. Within one hour about 20 questions.

Weird: Now I'd like to post the first comment, but cannot as I get the error message: "Too many comments received - please try again in an hour"

I posted no comment yet, so is this message also related to the number of posts? or is this a bug in q2a or am I missing a setting?

 

Update: Created new user, tried to comment, same message!?

Seems that by default installation, q2a settings do not allow comments?

In Administration center - Spam there was:

Rate limit for posting comments: 0 per IP/hour

0 per user/hour
 

Setting those numbers to 100 allows me to comment!
