How to block a user?

How can I prevent some of my user to access Q&A or at least ask question.

if you mean block a current using from using the site, then on the users profile page is a "block user" button. I am using v1.5 not sure if it's an option for your version...

I just installed 1.5 version but when I go on a user profile page as admin I can't see any Block User button.
