How to modify or cancel a tag in general. For example, if I have a tag associated with several questions.

Install the Tagging Tools plugin. With that you can change, synonymize or remove tags.

That will globally change/remove the tags, though (i.e. on all questions). If you want to change or remove a tag only on particular questions (like fixing an incorrectly tagged question), you'll have to edit those questions individually.
