Hello experts,
I solved the Turkish character problem in the questions by editing the $qa_utf8punctuation field in the util/string.php file. But my problem with Tag urls continues.
Exp: 
The categories have the same problem, I fix them manually, but unfortunately it is not possible with the tags.
