How to add a new user field with custom permissions ?

Hi,

I want to know how can I control the permissions of a newly created user field and giving "Edit" permissions for admins only.

For example, I want to add a new field named "EXTRA" for each user and I want the user to be unable to edit it (only view its content) while admins can post special messages over that field exclusively.
