elevate user status

Question

I cannot find how to elevate a user to mod or admin status. Where do I find that?

I posted the above question before logging in. Would appreciate any ideas on how to make a user an admin as we are just in the setup phase and need to admins

You have to log in as admin ( e.g. with the admin account you've created while initial setup of q2a) . Afterwards open the profile of a user, click "edit" and a pick-list for user elevation will appear. You can select any level which is lower than your own level.
