Robots.txt file can not be modified or removed

Question

After editing the robots.txt file

While accessing the file domaon.com/robots.txt I found that the file itself has been edited but that will not appear by accessing it within the browser

And Google search console reads the old version like the browser

Then after trying to remove it / remove catch files/ removing cloudflare catch nothing happed

The browser still shows the robots.txt file and also Google console while it does not exist

Any plugin that involves creating the robots.txt file? Anything feature that blocks search engine job? Try to adjust the permissions of that robots.txt file to 777 and delete it.
