what can i do with many users sign up to use the site to promote their things?

i have found that my site after i installed question2answer there are many users signed up to promote their things how can i prevent this ?

can i put new users into hold before they can make any post?

and how they found my site that fast when i didnt add many content any idea how hey found it?
