How to add <meta name="description" content=""> tag to home page and other pages?

I am optimizing my Q2A website for SEO and I have noticed that the home page and all other pages (Unanswered, Recent Activity...) do not have meta description tags. Pages regarding specific question do have meta description tags.

How to I add separate meta description tags to the home page and other pages? Dynamically or hard coding them, it does not matter.

I have read related questions, but was unable to find a fresh and relevant answer that actually resolve this issue. The SEO plugin also does not provide fields for inputting meta description.

As far as I know Q2A-Ultimate-SEO is enough to do what you're looking for. Their site is offline but their repository is still available on Github.
