Restrict user registration

Question

I want to be able to restrict user registration. So users need to be approved by an admin before they can read/post questions. Is there any option currently allows me to do this? checked the admin tabs but no luck.

 

I would also like to make the Q&A private, only visible to registered users. Any ideas?

I have the same requirement for an internal workgroup Q/A site .. and would prefer not to use htaccess or auth solutions outside Q2A .. thnx
