is it good to submit rss feed links to Google search console or not?

Yes, I think it is worthwhile. It means Google can check just one file and see the latest questions. In theory it will help them get indexed quicker.

The sitemap.xml map is already attached to the webmaster tools.

In addition to
feed / questions.rss
feed / qa.rss
activity.rss
