How to change home page title meta tag's content thorugh code?

I would like to edit the code but I cannot find it. I thought it's in qa-page-home.php on line 58, but it seems it's not that one (I tried to change it but nothing happened on the home page).

Will be glad to get some directions. Thank you.

In v1.3 it's likely in the qa-page.php file, along with the other HEAD code.
