the website bans some users from answering some questions

Hello,

Many times different users contact me that they facing the warring said that they do not have the permission to answer this question you may banned

the warning written in Arabic language  

And Some questions showing that for some users not all questions

They confirmed that by sending me screenshots

how I can resolve it ?

can you share those screenshots, before and after clicking. I dont remember any such warning or feature in q2a which will just block answering for some users.
