Turkish Characters issues

There are character issues in the Turkish tags.

Normal question url no problem:

http://www.cevapbizde.com/1238/ataturk-un-turk-dili-icin-gosterdigi-hedef-nedir-bu-hedefe-ulasmak-icin-ne-yapilabilir

but in tags look like this:

http://www.cevapbizde.com/tag/Atatu%CC%88rku%CC%88n-tu%CC%88rk-dili-ic%CC%A7in-go%CC%88sterdi%C4%9Fi-hedef-nedir

How can I fix this problem?

it is not about your question but you use google adsense as pop-up which could make you punished by google
