You can set a certain points limit, so that till the user has not achieved those points, all his posts (questions, answers, comments, wall posts) will go to moderation and you'll have to approve those manually. Now if the user achieved the required points, then he can post without moderation.
Can you explain what you meant by "opportunity for additional answers are available"?
