Is there a way to define user roles, or delete users? I am not finding how to find a list of user or modify roles.

There are some user roles out of the box. You can update user roles within it. To edit/modify user role do following

1. Login as Admin
2. Go to user's profile page you want to edit
3. Click Edit user button
4. Now below Avatar (default theme) you will find Type dropdown box
5. Change the user role you want
6. Once done, hit Save user button
