I've designed a website with OSQA sub-page(s), a blog, an about-page, an events-page and an embedded-chat page.
Which web-framework will best support my project?

Firstly when you say OSQA do you mean www.osqa.net ?? In which case what is Q2A for?
Secondly, assuming you're using Q2A, you can add static pages and links through that. For a blog you're probably best off using a wordpress installation.
