How to enable every user to add Tags later on?

Question

In version 1.3 only the initial asker can select tags for his question.

How can I allow the extension of tags to every user - e.g. while commenting or answering the question?

I believe this could improve the tag quality

You can change the permissions to allow any registered user to edit any question, but I'm afraid it's not currently possible to have a permission setting which applies to question tags only. If there's enough demand this can be added in a future version.
