In your css files of your theme add this lines -

.qa-part-form-profile tr#permits {

display : none ;

}

or open your theme file qa-themes.php

add the below lines

function doctype() {
      if ($this->template == 'user'
               && !empty($qa_content['form_profile']['fields']['permits'])) {
                                    unset($qa_content['form_profile']['fields']['permits']);
      }
     qa_html_theme_base::doctype();
}
if the doc type is already exists then add only the if(){} part into that .
Hope this solved the issues .
